This is how many of the sidewalks in Malaysia look - they are all different heights. I think the space may be owned and maintained by the owner of the building. Perhaps that is why many shops will fill this space with their goods for sale. One usually ends up walking on the street as you get tired of walking up and down steps and avoiding all the stuff that usually clutters the sidewalk.
